Job Summary:
The person hired for the position of Fingerprint Examiner (Minutiae Analyst) will, under general supervision, examine processed live-scanned fingerprints and evaluate their quality for retention in the OTDA AFIS; improve the quality and integrity of digitized computer images through enhancement of fingerprint details and system encoding; perform examinations and comparisons between newly-acquired search fingerprints and existing database fingerprints to determine positive identification; prepare reports on the types and quantities of fingerprints processed and their results; and perform related duties as assigned. This position is contingent upon 3M’s Identity Management / Cogent biometrics business maintaining / renewing 3M's contract with the assigned client.
Primary Responsibilities include but are not limited to the following:
- The timely performance of fingerprint review, identification and classification, to include detailed image analysis, constitutes an essential support service to the NYS-OTDA and requires the highest degree of accuracy and completeness in the performance of assigned tasks.
- Examination of processed live-scanned fingerprints and evaluation of their quality for retention in the OTDA AFIS;
- Quality review of fingerprints entered into the AFIS through digital imaging techniques to improve the quality and integrity of digitized computer images through enhancement of fingerprint details and encoding;
- Manually compare fingerprint images with candidate fingerprints retrieved from AFIS in order to determine positive identification for every match found by automated system comparison;
- Prepare statistical and historical reports on the types and quantities of fingerprints
Basic Qualifications:
- High School Diploma/GED or higher
- Minimum 3 years of combined experience classifying and/or identifying fingerprints using an automated biometric repository
Preferred Qualifications:
- Associate's Degree from an accredited college or university with major course work in criminalistics, forensics, physical science, fingerprint science, criminal justice, or a closely related field
- Satisfactorily completed an FBI Fingerprint Classification and Identification Certification Course
- Recent experience as a Forensic Technician trained to competency in a state or federal ASCLD/LAB and/or ISO accredited laboratory
- Prior Military intelligence, Police Department or equivalent experience is a plus.
- Ability to search forensic data against different biometric repositories
- Operational knowledge of how to utilize the following repositories for searching of latent fingerprints: Automated Biometric Identification System (ABIS); Integrated Automated Fingerprint Identification System (IAFIS)
- Ability to use scientific analysis of evidence for the presence of latent prints and processing a multitude of different surfaces through the use of various forensic light sources, physical and chemical means;
- Possess latent print photography skill-sets, possess the knowledge to be able to identify, isolate and collect DNA evidence;
- Proficient in the use of various chemicals and powders (wet and dry) while processing porous and non-porous items for latent prints in a laboratory setting;
- Proficient in obtaining known inked prints and major case prints;
- Ability to differentiate between an identifiable latent print and a non-identifiable latent print
- Possess the ability to teach classes and brief information pertaining to obtaining known prints, palms and major case prints
- A high level of proficiency with MS Office Suite, particularly MS Word and PowerPoint
- Have intermediate level competency in Adobe PhotoShop or similar photo editing software.
- Ability to organize and review work for efficient results and accuracy; to handle a multitude of diverse tasks simultaneously while maintaining an attention to detail for the purpose of ensuring accuracy in task performance and handle workload under time constraints
- Effective facilitation, communication and teaching skills
- Ability to understand and apply analytical and statistics tools
- Results oriented with strong process and execution skills
